Primitive Flaming turns the humble flint and steel into a ranged tool. Keep a bow or crossbow in your main hand, put a flint and steel in your offhand, and the arrows you shoot normally will ignite on their way out. No Flame enchantment is involved, and there is nothing extra to press or hold.
The catch is durability. Each flaming shot chips away at the flint and steel, so fire arrows stay a resource you spend rather than a permanent upgrade. That fits the stage of the game the mod is aimed at, when enchanting is still too far off and monsters are already too close.
Getting set up costs almost nothing: one iron ingot and one piece of flint make the flint and steel, and any bow or crossbow completes the kit. Both are readily available items, which is the whole point here, since the goal is to light up your arrows early in a world with what you already have on hand.
