Time Changer gives the Minecraft client its own clock. Instead of waiting for the world to reach the hour you want, you set the time of day yourself and the client shows it, while the actual world time is left untouched because the whole change happens on your side.
Because the effect is purely local, the mod carries a whitelist and a blacklist for server addresses. Servers on the whitelist keep your chosen time and servers on the blacklist show their own, so the mod knows where it should be active without you changing anything each time you connect.
Everything else is handled in the mod’s built-in config, so the time, the toggle and the two server lists all sit in one place. The 1.17.1 build runs on both Fabric and Quilt and stays extremely small, which makes it an easy addition to a client-side setup.
