Rare spawns are easy to miss. Spawn Notification watches what happens around your Cobblemon world and announces the moments that matter with a chat message and a sound, so a shiny appearing nearby does not quietly despawn while you are busy building or battling somewhere else.
Alerts are assembled from situations, and each situation pairs a trigger with filters. The triggers cover a wild Pokémon spawning (command and other unnatural spawns included), a Pokémon being captured by a player, a wild Pokémon despawning, dying outside of battle or being defeated in battle, a player fishing one up, hatching one or resurrecting one, and a Pokémon appearing after a snack was eaten. Filters then narrow the trigger down by labels, buckets, maximum IVs and more, so a shiny spawn can broadcast loudly while an ultra-rare capture gets its own separate message.
Because the two halves are independent, the setup scales with how noisy you want the game to be. Any situation can be switched off individually in the config, and addons extend the matching rules to special Pokémon introduced by other mods, which keeps it practical on a heavily modded server where the interesting spawns are not the default ones. A quick way to check the setup is to spawn a legendary with a command and then the shiny version of it, and listen for the two different broadcasts.
