A handful of things in Minecraft are drawn as if they could never be see-through, which quietly limits what a texture artist can do with them. Transparent lifts that restriction for a defined list of entities so a resource pack can hand them textures with transparent or translucent pixels. There is nothing to set up in game: install the mod, load a pack that draws those entities with alpha, and the transparency simply renders.
Armor stands, item frames, paintings and end crystals are covered out of the box, with armor stand support available from 1.19.4 and the end crystal beam, player capes and player armor added on 1.21 and newer. Beacon beams are on the supported list as well, but they ship switched off because enabling transparency for them introduces render layer bugs. Packs built for the Paintings++ mod are officially supported too.
Each entity carries its own toggle, and those toggles are stored in a small JSON file placed inside the resource pack rather than in a separate mod config. That keeps the settings travelling with the textures they belong to, so a pack ships exactly the switches it needs and nothing else. The download is small, and it runs on both Fabric and Quilt for Minecraft 1.21.1.
