RFTools Builder is the part of the RFTools family that brings the builder to your tech setup. The RFTools mods are split into separate modules, and this one carries the builder together with all of the shape cards that go with it.
The same package also holds the RFTools shield system, so shields come from this module rather than from the base one. Anyone putting together a full tech base can simply add it on top of what is already installed.
Because it is an addon rather than a standalone mod, RFTools Builder depends on RFTools Base and McJtyLib, and it is intended to be paired with RFTools Power. It targets Minecraft 1.14.4 on Forge and is free to use in any modpack.
