RFTools Utility is the 1.14 and newer continuation of the original RFTools, and it gathers the general purpose tools and utilities that do not fit into a more specific category. Rather than building one system in depth, it collects the blocks a base tends to need around the edges and keeps them together in a single mod.
The block list stays broad. It covers an automatic crafter, an environmental controller, logic blocks, information screens, a spawner system, a multitank and a teleportation system, so crafting, control, information and movement are all served from the same set. That mix is the point of the mod: these are the general RFTools blocks that had no more specific home.
The mod is designed to sit next to RFTools Power in the same setup and depends on RFTools Base and McJtyLib to run, so those two need to be present. It targets Forge on Minecraft 1.14.4, and pack authors are explicitly free to include it in any modpack they build.
