Rain in Minecraft follows you everywhere, even hundreds of blocks up in the air. Head in the Clouds changes that by treating the cloud layer as a weather ceiling: once you climb above it the environment turns sunny, and the storm stays behind and below you.
The mod can run client-only for the visual change alone, or on the client and the server together so the gameplay matches what you see. With the server logic active, every action tied to rainy weather stops working above the clouds. Fire is no longer put out by rain, riptide tridents have nothing to launch from, and crops lose the extra growth ticks that wet weather normally grants them.
Because servers have no idea at which height clouds are drawn, that value has to be written into the config file before the server-side rules can apply. One rendering limit is worth knowing about as well: while you are above the clouds, rain is not drawn below you, which comes from the way the game renders weather.
