A filled chest normally has to be emptied before it can be moved. Carry On removes that chore: with empty hands you sneak and right-click a single-block tile entity, lift it, walk it to its new spot and set it back down with everything still inside. Block states, inventory contents and NBT data all travel with it, so rebuilding a storage room or rearranging a machine hall stops being a sorting exercise.
The same trick works on creatures. Smaller mobs can be scooped up and carried, and they can be stacked so a smaller one rides on a larger one. Other players can be picked up too, while hostile mobs stay off-limits in survival by default.
Balance comes from weight. Carrying anything slows you down, and a fuller inventory or a bigger mob slows you further, so hauling a loaded chest across the map is a real decision. Only one block or mob can be held at a time, and other actions are blocked while your hands are full.
Everything is adjustable. Entire mods or single blocks can be blacklisted, an optional setting allows standard blocks such as dirt to be carried, the lock functionality is respected so protected tile entities cannot be carried off, and a clear command frees you when a picked-up block cannot be placed.
