Contraptions in Create are always on the move, but the light they carry is not. A glowing block riding on an elevator, a moving platform or a rotating bearing normally leaves everything around it dark, which makes night-time work and underground builds harder to read than they should be. Create: Dynamic Lights closes that gap by keeping a working light source with the contraption while it travels.
There are two ways the lighting is produced. The mod can place invisible, intangible Light Blocks along the path of a moving contraption and remove them again as it passes, which produces real world lighting that melts ice and snow and stops mobs from spawning nearby. Because those blocks are created and destroyed constantly, the light can flicker slightly and costs some performance. The second route hands the job to LambDynamicLights, which renders a smoother, steadier glow without changing the world at all.
How much you get depends on where the mod is installed. On the server alone the Light Block effect still works, and connected players see the lit area even without the mod on their side. On the client alone you get the visual glow but no real light source in the world. Installing it on both sides gives you both, and a luminance multiplier lets you push the brightness up or down to taste.
