Victoria 3 Dev Diary Details State and Revolution, Update 1.15

Victoria 3 State and Revolution expansion artwork showing Russian imperial and revolutionary imagery

Paradox published Dev Diary #195 for Victoria 3 on 29 October 2026, laying out the changelog for the upcoming State and Revolution expansion and the free Update 1.15, codenamed “Ivan-Chai/Fireweed”. Both are set to release on 5 November 2026. State and Revolution is already available for players who own Volume 3, and can also be wishlisted ahead of launch.

Two livestreams were scheduled around the release. A second pre-release stream was planned for 30 October 2026 at 14:00 CET with Mike and Victoria, followed by a release stream on 5 November 2026 at 09:30 CET hosted by Martin and Victoria, both airing on Twitch, YouTube and Steam.

What State and Revolution Adds

The expansion centers on Russia in the run-up to and aftermath of the Russian Revolution. Autocratic rulers can appoint favorites and adopt their ideological leanings, while a new Siberian Exile pool lets players banish unwanted characters to the cold.

On the narrative side, the DLC adds an Emperor and Autocrat Journal Entry with twenty-six agenda entries tied to the Tsars and their favorites, plus four Journal Entries covering the buildup to the Revolution, the Provisional Government, the Bolsheviks and the Russian Civil War. Additional content covers Congress Poland, the Ukrainian and Belarusian Cultural Renaissances, Russian literature, Russification in the western borderlands, and Rasputin’s assassination. New historical characters join Russia, including revolutionaries, military leaders, writers and industrialists, and five new companies arrive in Eastern Europe.

Visually, the expansion brings seasonal effects worldwide, a Russian city building set, a new paper map, two loading screens, the “Revival and Grandeur” UI skin, new clothing for Russian characters and pops, and Polish military uniforms. New music themed around imperial and revolutionary Russia rounds out the content. Six achievements ship with the DLC, including one tied to appointing Rasputin as a favorite and another requiring Poland to win independence through a Red victory.

Update 1.15 Changes

The free update reworks War Support, which now runs from 0% to 100% and can rise or fall during a war based on battles, occupation, devastation and war length. Countries no longer capitulate automatically when support hits zero; exhausted wars can end in a stalemate instead. War goals can also be enforced mid-war once a player controls the objective, without ending the conflict, while the other side gets a free “mirror” goal to contest it back. Copper joins the game as a new resource with rising demand tied to the arrival of electricity, mined by companies including Sumitomo, General Electric and Norsk Hydro. Five more achievements ship free with 1.15.

For modders and anyone running a heavily modded Victoria 3 save, a patch this size is worth treating with caution. The war support rework and new Copper goods chain touch core game files, so mods altering diplomacy, war mechanics or trade goods will likely need updates before they work cleanly on 1.15. Back up your save and mod list before updating on 5 November.
