Euro Truck Simulator 2 keeps spawning the same default cars no matter how many traffic packs you install. This mod takes the standard SCS cars out of the traffic pool entirely.
With the default cars gone, the game fills the roads from your other traffic packs and vehicle mods, so modded cars show up far more often. It is a small configuration change with no performance cost, made for game version 1.61 and compatible with most AI car packs.
